What is sovereign AI?
Sovereign AI refers to the ability to develop, deploy and control AI capabilities using infrastructure, data and governance structures that remain within a specific jurisdiction and control.
The concept has gained urgency for several reasons. Governments are increasingly unwilling to have their citizens' data, critical infrastructure decisions, or strategic AI capabilities dependent on infrastructure operated by foreign companies subject to foreign legal jurisdiction.
A government agency running AI workloads on a foreign hyperscaler's cloud is subject to that provider's home country's legal demands for data access, regardless of where the data center is physically located.
Sovereign AI infrastructure is the answer here, meaning AI systems that are built, deployed and governed entirely within the controlling nation's legal and physical boundaries.
For model builders and AI decision-makers, sovereign AI is directly relevant even outside government contexts. Many enterprises, particularly in regulated industries, are looking to keep AI infrastructure, model deployment and data processing entirely within infrastructure they control, rather than depending on external cloud providers whose access policies and legal obligations they can't fully audit or control.
Confidential computing is a core enabling technology for sovereign AI because it allows the sovereignty guarantee to be cryptographically verified. A truly sovereign AI deployment can prove it with cryptographic evidence that the processing environment matches the expected, verified, locally controlled configuration.
