What is sovereign AI?

Sovereign AI refers to the ability to develop, deploy and control AI capabilities using infrastructure, data and governance structures that remain within a specific jurisdiction and control. 

The concept has gained urgency for several reasons. Governments are increasingly unwilling to have their citizens' data, critical infrastructure decisions, or strategic AI capabilities dependent on infrastructure operated by foreign companies subject to foreign legal jurisdiction.  

A government agency running AI workloads on a foreign hyperscaler's cloud is subject to that provider's home country's legal demands for data access, regardless of where the data center is physically located.  

Sovereign AI infrastructure is the answer here, meaning AI systems that are built, deployed and governed entirely within the controlling nation's legal and physical boundaries. 

For model builders and AI decision-makers, sovereign AI is directly relevant even outside government contexts. Many enterprises, particularly in regulated industries, are looking to keep AI infrastructure, model deployment and data processing entirely within infrastructure they control, rather than depending on external cloud providers whose access policies and legal obligations they can't fully audit or control. 

Confidential computing is a core enabling technology for sovereign AI because it allows the sovereignty guarantee to be cryptographically verified. A truly sovereign AI deployment can prove it with cryptographic evidence that the processing environment matches the expected, verified, locally controlled configuration.

What is the concept of sovereign AI, and how does it differ from regular AI?

Sovereign AI refers to AI infrastructure and processes developed, trained and managed using data, computing infrastructure and governance that stays inside the legal jurisdiction of a nation or an organization.  

Regular AI applications, on the other hand, use computing resources hosted on multinational cloud infrastructure where data and computing can freely traverse international boundaries. 

The difference is significant because control over the infrastructure allows the entity to decide who can compel access to the data. If a government organization's workloads are deployed on infrastructure owned by a foreign hyperscaler, even if the data center's physical location remains elsewhere, the jurisdiction of the country that owns the servers still applies. Sovereign AI bridges that gap.

How are sovereign AI systems impacting cybersecurity and data privacy?

The Sovereign AI model changes the security discussion by providing proof through cryptographic assurances rather than policy-based assurances. Confidential Computing becomes particularly important in this respect, since it allows an enterprise to cryptographically demonstrate that a workload runs in the specific environment it claims, rather than taking the service provider's word for it. 

This attestation affects data privacy as well. Rather than assuming the cloud provider will not access sensitive information, sovereign deployments allow for attestation to demonstrate that the execution environment is consistent with what was expected of it.

What are the main challenges in developing and regulating sovereign AI?

Building Sovereign AI infrastructure demands capital, specialized skills, and hardware that many nations and companies don’t have. Setting up computing infrastructure along with dedicated teams takes time, and few organizations can replicate the scale achieved by the hyperscalers. 

Regulation complicates this further. Regulations vary from country to country and evolve much faster than the infrastructure itself. Organizations operating across multiple geographies must build systems that comply with the toughest applicable regulations. The consequence is isolated systems for different geographical areas, rather than one unified system.

Can sovereign AI be used to enhance national security and digital sovereignty?

Yes. Sovereign AI allows governments to conduct defense, intelligence, and public service functions independently of infrastructure that may be owned by a foreign entity, eliminating leverage that a rival government, or even an allied state, could otherwise exploit. Sovereign AI also applies to the strategic use of AI so that a country doesn’t want to be controlled by another state. 

Digital sovereignty has the same advantage. With data, models, and workloads remaining within the borders of a particular state, the power to control the use of AI stays with the state, not with the entity hosting the infrastructure.
